Local Authority Schemes
Over the past year, we have been highly successful on applying for local government Dynamic Purchasing Systems (DPS) and Frameworks. These buying systems are
used by public bodies to “pre-qualify” suppliers and make them available to themselves and other associated bodies. One we have a place on the DPS/Framework, the participating organisations are free to either award contracts to us directly or, more usually, undertake ‘mini-competitions’ to identify suitable
suppliers.
The DPS/Frameworks we have gained a place on include a number covering whole house retrofit, as well as others focussed on specific energy efficiency measures (such as cavity wall insulation or the installation of Air Source heat Pumps). Some also include commercial property, in addition to domestic works.

Central & Cecil Housing Trust
For over 90 years, Central & Cecil (C&C) has helped Londoners from all walks of life to thrive in a home of their own. C&C offer homes exclusively for those aged 55 and
over in outstanding locations across London. In January 2022 C&C became a subsidiary company of Aster Group, a housing association.
MacBrookGas Ltd was appointed to the C&C Framework in early 2025 and is listed on the following Frameworks:
- Heating and Associated Services
- Decarbonisation and Retrofit Works
- Renewable Heating
This Framework is open for use by a wide range of public sector organisations, including local authorities, housing associations, the NHS and police.

Greener Futures Partnership
Greener Futures Partnership is a collaboration of like-minded housing associations originally set up in 2021. The Partnership is made up of five of the UK’s largest housing associations with a joint turnover of £2.3bn, representing over 600,000 customers in 300,000 homes. The Partnership is founded on the shared view that a joint effort will do much more to help the social housing sector seriously address the green agenda.
This DPS aims to provide support to its Authorised Users on carbon reduction projects and programmes for the social housing sector. However, in addition it will also apply to the Authorised User’s offices, commercial, community, corporate buildings, schools, colleges, hospitals, clinics, shops and restaurants.
MacBrookGas was appointed as a DPS supplier in three categories:
- Whole House Solutions
- Insulation Solutions
- Heating Solutions
In each case, as a supplier we are expected to deliver these services in accordance with legislative/ regulatory requirements and relevant current/emerging standards
and Building Regulations.

EN:Procure
EN:Procure is a not-for-profit consortium serving the needs of social housing providers and their communities in Northern England. The consortium offers a wide range of compliant procurement solutions, to secure savings, foster collaboration, and add environmental and social value for members.
EN:Procure set up this Dynamic Purchasing System (DPS) for energy efficiency retrofit installation works predominantly to meet the needs of social housing and private domestic properties but may extend the scope to other property types that are owned or managed by its members.
MacBrookGas Ltd has been appointed to the DPS for Retrofit Installation, reflecting our significant experience in delivering ‘whole house’ solutions to public sector
customers.

Procure Plus
Local Energy North West Hub have been appointed by Procure Plus to their Dynamic Purchasing System for Domestic Retrofit Programme delivery. The DPS is configured to help public sector organisations contract retrofit advice, assessment and installation of measures. MacBrookGas was appointed to this DPS in mid-2025 and our focus will be to
provide Procure Plus customers with access to highly configured ‘whole-house’ turnkey retrofit services – from Retrofit Assessments and Coordination, to leading
edge installation services.
